Bank Spanish is formal, precise and full of numbers. You state what you want (quisiera cambiar…), ask the rate the way locals do (¿a cómo está el tipo de cambio?), check for fees, and ask for smaller notes. When something goes wrong — the ATM has kept your card, the payment says rechazada — you need to describe the problem clearly, ask for the right person and get a receipt for what was done.

Mi tarjeta es bloqueada. → Mi tarjeta está bloqueada. A blocked card is the result of an action — a state — so estar.
¿Cuánto es la tasa de cambio? → ¿A cómo está el tipo de cambio?. The everyday phrase for a rate or price is ¿a cómo está…?; tipo de cambio is the usual term.
Un recibo para la transacción. → Un comprobante de la transacción. The receipt is "of" the transaction (de), and at a bank the word is usually comprobante.
